Leaked footage of crashing boats

A movie file of a Chinese trawler crashing against a Japanese patrolboat was uploaded on Youtube by a coast-guard official.
The official is now under investigation by the police for leaking secret information.
This incident reminds me that Wikileaks uploaded secret files related to the war in Afghanistan. I remember that the files was thought to be leaked by someone in the U.S. army.

These two cases seems similar: one of the officials revealed secret that the govenment had kept secret. However, I find it interesting that there is difference between these two cases.

In the afghan war case, U.S. government were trying to hide the info that is detrimental to them. Many civillians in Afghanistan were killed by the army and that can damage the reputation of U.S.
In the Japanese case, on the contrary, the government try to hide the movie which can support their starndpoint.

Japanese government was intimidated to confront with China. This attitude is based on Japanese culture. Japanese don't like confrontation. The people prefer to resolve the problem without serious disputes.

However, in this global era, Japanese need to change the attitude towards foreign countries and people. We need to express the thought clearly and persuade counterparty with evidence.
