You're right. おかしい is "funny" or "weird" or "strange". So, funny can have that meaning. But, I guess we often use it in sentences differently for that meaning. For example,
"Does this seem funny to you?" or "That message seems funny..."

If I think of examples, when "funny" is a noun modifier (名詞の修飾) it always means laughing funny. In other situations, it can be laughing or strange.
Does that makes sense? I might be wrong, but I think it is the reason.
