To move USA army’s base in Okinawa has been a problem in Japan now.
いま沖縄の米軍基地移設が日本で問題になっている。
Easily explaining, the inhabitant against that it will make a new USA army’s base for renewal.
簡単に言うと米軍施設を一新するために新しい基地を作ろうという計画に対し、現地住民が反対しているというものだ。
Then, Japanese premier has asked his capacity, because it has not got approval from the inhabitant and it has been sometime changing a government policy.
で、現地住民の了承は得られないわ、日本の政府の案はコロコロ変わるだで総理大臣の能力を問われているのであった。
What does USA citizen think about it?
この問題、アメリカ国民はどう思っているのかな？

Moving a US army’s base in Okinawa has been a problem in Japan recently.
To put it simply, the residents around a proposed new base site are against it. [Loosely translated from your Japanese... sorry about that.]
What does American citizens think about it?
Are they not interested? OR Do they care? (<- informal)
The relocation issue of the USA army base in Okinawa has been problematic.
Essentially, the locals are angainst the relocation.
The Prime Minister was not able to obtain the approval of the local residents, and his ability to execute the government plan is being questioned. (At least i think that this is what you were trying to write)
What does USA citizens think about it?(We often shorten USA to US)
Does it seem interesting?
As an Italian/American living in the US.. I can honestly tell you that it has been on the news, and on multiple headlines. (^^) I think we are being informed more than in the past. Unfortunately most of the people I know, don't know what to think about it. I have empathy for both sides. I just hope that a happy medium is found. (^^)
Oh, I'm glad! It may not be as important as wars being fought elsewhere in the world but it still has the potential to affect a lot of people. It's great to hear that the issue is gaining traction.
