Sometimes people say "There are too many chiefs and not enough Indians=船頭多くして船山に登る".
But in regard to Japan, it's completely contrary(180-degrees).
Especially police in Japan.
Almost all of them don't like taking their responsivilities.
That's why they can not even leave.
Also we can not make a decision by our own.
I think it's worse. We certainly have that side to it, too.
This is also one of the reasons I decided to change my career.
So...I was a police officer just a little.
