Eco friendly
※Hello native speakers of English. Please feel free to make my text more natural. Thank you very much.
Japan is now implementing an interesting environment program in which buyers of energy-saving household electronic appliances are given "eco-points" that can be exchanged for gift certificates or other goods.
The program is also expected to invigorate domestic economy as well as push foward a overhaul of the transition of TV broadcasting system from analog to digital.
However, this environment measure seems contrary to its purpose if people purchase new products even though they have old ones that still work enough.
We should make further efforts in working out details of the program so that it will produce results worthy of the name "eco-friendly."

Well, your English is excellent, and the changes I made were all very minor. I'm not even sure if it NEEDS to be "environmental" instead of just "environment", but I feel as though it's more correct to say "environmental" in those spots.
Hmm... I'm not very good at keeping up with even my local news. ^^; I know the United States until recently had a program called "Cash for Clunkers." When buying a new car, someone who owned a very old car that was bad for the environment could trade it in for a large cash bonus under the program. It's hard to say how successful the program was, however (some say many of the people that sold their cars through the program would have been forced to buy new cars anyway).

Cash for Clunkers は初めて聞きました。
車が重要な交通手段であるアメリカらしい発想だと思いました。
車に関して言えば、日本には環境に優しい車を購入すると、
税金が安くなるというプログラムがあります。
それではまた。Have a nice day.

I'm glad that I was able to tell you something new. Unfortunately, since the program has actually ended now, I've kind of told you some old news! 笑 Sorry about that.
Yes, a car is very important here. I live about an hour outside of Chicago and they do have public transportation. However, unless you're going into the city, the trains aren't very practical. With a car, getting to one town from my own could take 30 minutes, but without a car and taking the trains, I would have to go all the way into the city and all the way back out. That could take as much as two hours! Sometimes I wish it were a little different.
That's really interesting about the lowered tax! It's nice to see all these changes to help people choose to do things that are better for the environment.
そうね。じゃまた!You have a nice day too. ^_^
