However, it usually means complicated, long, luxurious...like a Kimono is elaborate, or some Japanese fashion is elaborate, or shojin ryori is elaborate. So, it fits in this sentence, but just barely. A simpler word would be "completely", or "thoroughly". Or, you could say " I cleaned up the washbasin and bathroom from top to bottom". That's another phrase we use. "Top" to bottom" means the whole room. :D
