About internet meter-rate system.
In Korea, there are many kinds of internet system. For example, adsl,vdsl,wibro,wi-fi,3G,4G…etc and the same, there are many kinds of tariff system. For instance, flat-sum system, meter-rate system and the combination of flat-sum and meter-rate system.
I use wibro internet system. It is a kind of next generation transmission system. Korean researchers developed that system but most of telephone and internet service companies denied to apply that system. Thus that system almost died out.
I choose combination of flat-sum and meter-rate system. This tariff system contract with telephone company and me is this way.
I can use internet 50 gigabyte for 20,000 won and If I exceed that capacity I have to pay 10 won for 1 megabyte.
Anyway, I used up 50 gigabyte so I have to pay extra money. 50 gigabyte is huge capacity, I think that someone who read this writing maybe wonder how I used up that capacity.
These days, I downloaded many English drama and uploaded that to my friend. (I don’t sure upload is right word, do I use send or transmit ? what word is natural?)
Whenever I write something in English, I soon go off on a tangent. But It dose not matter.

Internet fee/price system.
In Korea, there are many kinds of internet systems.

For example, adsl,vdsl,wibro,wi-fi,3G,4G…etc and also, there are many kinds of fee systems.
Korean researchers developed that system but most of telephone and internet service companies decided not to apply that system.
Denied is usually when you say something is not true.
Or you can prevent/deny someone from doing something.
It's possible to use "declined to" here, but "decided not to" is more usual.
I chose a combination of flat-sum and meter-rate system.
chose = past tense of choose.

Fees are charges when you deal with a company like a internet provider or a bank. Usually fees imply extra charges for when you go over your bandwidth, or if you withdraw too much money from the bank, etc.
Upload is usually for when you send files to an internet site and then other people can download it. If you *send* the files *directly* to your friend by email, then use "send".
