that or who

I have a little confusion about using "that" or "who" as a pronoun for people, e.g.

There are accountants that work for the government.

or

Auditors are the people who double-check the financial work done by others.

Which of these sentences are grammatically correct?

Both are correct. You can always use 'that,' but in some situations you can't use 'who.' On the other hand, 'who' is more formal and proper for business.

There were several men. They won baseball games.
--> There was several men [who/that] won baseball games last year.
(Not one, specific person.)

He is the man. He won the baseball game.
--> He is the man THAT that won the baseball game.
(He is the one, specific person that won.)
