that or who
I have a little confusion about using "that" or "who" as a pronoun for people, e.g.
There are accountants that work for the government.
or
Auditors are the people who double-check the financial work done by others.
Which of these sentences are grammatically correct?

There were several men. They won baseball games.
--> There was several men [who/that] won baseball games last year.
(Not one, specific person.)
He is the man. He won the baseball game.
--> He is the man THAT that won the baseball game.
(He is the one, specific person that won.)
