I find something in the book my school hand out to us both funny and annoying

It's something annoying in the book. It's about the psychological health standard of a high school student. What funny of that! They make a standard for the psychological health. The book says "someone who have normal IQ dosen't surely healthy in psychological, but that someone whos IQ is low is surely unhealthy in psychological, it means their psychological is none about 'health'. Therefor, a high school student who healthy in psychological, it's IQ must be normal. In opposite of this, if someone's IQ is low, he/she's psychology isn't healthy at all."
Why they play it low upon ? How they can discrimination someone who have low IQ ? Dose Forrest Gump's psychological unhealthy ? Dose Forrest Gump enter any adult website ? Who's psychology is healthy ? Hu jintao ?
