We had a downpour.
It is perfect. You might want to add the optional "just" in there just to make it sound a little more like a sentence. Like "We just had a downpour" it sounds better in my opinion.
It's raining cats and dogs out there so I am soaked.
This sentence makes grammatical sense. However just glancing at it, you said "so I am soaked" which I don't quite understand when it is raining cats and dogs outside however your english is sentences make perfect sense.

A word I hear that means "just sprinkling" is "spritzing." Sometimes, I even hear it in weather forecasts.
It's raining cats and dogs out there so and I am soaked.
Being soaked doesn't clearly follow from it raining cats and dogs. Using "and" makes it clear that you were out there, too.
