When I was in English school, I had a question "talk about the person next to you" . There was a man who my classmate, not talkative but kind. By the way I went to a lunch together before, and I felt that he is honest with himself at that time.
So I said that he is a nice man. He is trying to study English every day. He is shy so he don't talk so much, but I know that he has a lot of good things in his mind.
That's true.... I told everyone about true my feeling. I can tell that how nice the person who next to me. I think that it is a good thing.

as far as i know, you can 'tell something', or if you want to use 'i can tell that...', whatever after the 'that' must be a clause (with its subject and verb), not a wh- phrase like how, why, etc.

The latter clause must be in the same tense as the main clause, as this is a reported clause. Everything you said was in the past, so you cannot use 'is'
