All Japanese beef cattles were inspected on August.
全ての肉牛は8月に検査されました。
That’s why the national government knew many beef cattles were born in Tohoku area and were moved other areas few months later.
それは東北地方で生まれた肉牛は数ヶ月後他の地方に行く事を政府が知ったためでした。
Then our local government had to inspect every beef.
そして私達の県庁は全ての牛肉を検査することに決めました。
In other words, any beef were contaminated by 3.11 Disaster.

There were the technicians who inspect food in our area's test center.
我が地区の検査センターには食品を検査する技師がいました。
This center was called “off-site center.”
これは「オフサイトセンター」と呼ばれました。
However the center didn’t inspect many beef.
しかし全ての牛肉を検査できませんでした。
Then the center wanted to get the new machine at that time, but couldn’t because other labs also wanted it, too.
そこでセンターは新しい機器を購入したかったが手に入りませんでした。それは他の検査施設も求めたからでした。
Therefore our head office decided to work the center for 24 hours.
そこで県庁はこのセンターを２４時間動かすことに決めました。
And then head office asked other offices to support the center’s task during the night.
そこで県庁は、センターの夜の仕事を他の施設に頼みました。
As the result, our workplace staff worked there only during night.
結果として私達のスタッフはセンターで夜だけ働きました。
Later, other foods were inspected as well as beef.
あとで他の食品も牛肉同様検査されました。

However the center didn’t inspect many all of the beef.
それは大変ですよね～その汚染さた牛肉の結果はどうでしたか？
幸いにも、我県で屠殺された牛肉は、基準値以下でした。
後で解りましたが、椎茸や魚が規準を越えていました。
最近、あの出来事を振り返るため月ごとの出来事を投稿しています。

All Japanese beef cattles were inspected in August. (I am not sure whether your are referring to 2011 or 2012. If you are referring to 2012, you can use present tense instead.)
It is becuase the national government knew many beef cattles were bred in Tohoku area and would be moved to other areas few months later.
Then our local government had to inspect all the beef in the area.
There were several/ a few technicians in our area's test center who did the food inspection.
However the center could not be able to inspect all the beef.
Then the center wanted to get the new machine at that time, but it couldn’t do so because other labs also wanted it, too.
Therefore our head office decided to work in the center for 24 hours everyday/ work overnight.
As the result, our workplace staff worked there only at night.
Other food ingrdients were inspected as the beef had been afterwards.
