I heard that women and elderly people took part in it every year.
We call such a learning "カルチャーセンター /a culture center".

Anyway, I think a cultural center and community center are very similar. Sometimes they are used almost like synonyms.
However, I think "cultural center" tends to refer more to places where people gather to learn about other cultures' customs, music, food, etc. (For example, in America we have this: http://www.jaccc.org/)
I think "community center" (usually, not always) tends to refer more to places where people in the neighborhood or local area can meet up and do activities like biking, play games, etc. There may be information about the town, maps, etc.
So, sometimes one place can be BOTH a community center and a cultural center.

I have thought this phrase is in English until listening to the radio program.
However, a radio's emcee said this is a Japanese-English.
Then I asked it on this site.
But, I have noticed that sometimes the Japanese katakana has a somewhat different meaning from the English. For example, diet and ダイエット are not quite the same.
So, I don't know if "cultural center" and [カルチャーセンター] have the exact same meaning. Maybe that is why the radio emcee said it was Japanese-English.
By the way, your granddaughter is cute. :-)

Note: "umbrella" = "A thing that includes or contains many different elements or parts"

In Australia, this kind of institution is usually called a "community college/centre". Sometimes it is also referred to as "Adult Education".
