In the US, some of cars are driven with plate of store name instead of license number.
It’s possible until the shop gets a license number for the car.

Licence Plate
In the US, some of cars have a licence plate with the name of the dealership instead of a license number.
It’s OK until the dealership gets a license number for the car.
This system wouldn't be possible in Japan because there is too much chance of fake plates.

In the U.S., many new cars are driven with a dealer’s plate instead of a standard license plate.
Most dealers provide temporary tags to the buyer and then arrange for them to get permanent ones later.
This system is unimaginable in Japan because of the increased risk of car buyers obtaining fake plates.
I think that the time you are allowed to drive with “dealer plates” before getting real license plates (with or without help from the people you bought your car from) is about a month in the state of Maryland (where I live) in the U.S. I think that during that time, police are able get your identity from the car dealership that sold the car if you do anything wrong while driving those temporary tags.
