  • (A) I think no other language in the world is as useful as English to tell others what we think.
  • (A) I think no other language in the world is as useful as English to tell others what we think. [Alternative: "... as useful as English for telling others what we think."]

  • (B) I think no other language in the world is as useful to tell others what we think as English.
  • (B) I think no other language in the world is as useful to tell others what we think as English. [Alternative: "... as useful for telling others what we think..."]

With no context given, (C) and (D) are predictions about what will be true in the future; they say nothing about what is true right now. For example, you might say "Twenty years from now, no other language in the world will be as useful...". This was obviously not your intended meaning, however. In a specific context, such as advising a student which language to study, (C) and (D) could mean the same as (A) and (B). In that situation, they would be short for "... will be as useful to you...".

"useful ... for ~ing" is considerably more natural than "useful ... to ~".
