A promise must keep promising.
If you couldn't keep promise, you may do not promise.

A promise must be kept.
If you can't keep promises, you should not make promises.
If you can't keep promises, not only will you annoy others, but also you'll lose your (their?) confidence.
Nobody wants to work with a man like that.
By the way;
1. Make a promise = 約束をする
2. Keep a promise = 約束を守る
3. Break a promise = 焼く賊を破る
