  • You don't have to take your shoes off. (This sentence is perfectly fine.)

  • Shoes on OK.
  • Shoes on are OK. (You could say "It's ok to leave your shoes on," or simply "Shoes are OK.")

  • You can put your shoes on.
  • You can put your shoes on. (This sentence is also fine, but if a person already is wearing shoes, you might say "You can keep your shoes on." You would only say you can put your shoes on" if they are not wearing shoes at the moment.)

I would go with the above. I would personally say "It's ok to leave your shoes on" or "It's fine to leave your shoes on".
