its hard to find the meaning, what does it mean?

I think young men use it.

It isn't halfdone. -> It's perfect.

its similar to "thats tough!" english slang. Means great, crazy, etc.

The situation is that i wrote something like "oh no! the video cut off early"
as a youtube comment and they reply 「ハンパないっす」 hehe
