It is the symbol for a smiling face. The XD looks like someone smiling with their eyes closed but the head is lying down. So the top of the head is on the left and the mouth is on the right. The :D is the same thing except the eyes are open.

Yes, they are smiley faces (顔文字、でしょう？).

It is a sad face, because the 'D' is an upside-down smile. The : colon is the eyes.
