When I entered a community college in January, I paid $510 for insurance by credit card. But the credit card was actually declined, and Internatinal Center in my college informed about that a few days ago and required me to pay over again. I complained to Internatinal Center on E-mail that it is too late to inform me about that. And I wrote,"I think I don't need to pay for that because the company wouldn't ensure me because of my unpaid even if I had a problem with my health.". After that, a man called me and explained about this problem. He told me the insurance company actually sent a letter to me in January. When I heard that, I thought," oh...really? this is bad...(--;).". I totally didn't notice that letter. I wanted them to send me an e-mail or call me.
I think he told me that it is my responsibility to make sure whether I correctly took out the insurance or not.(I'm not sure if he really said that because I'm still not good at listening English, especially conversation by phone)
Although I have some part that I can't be unconvinced somehow, I'll have to pay that. I asked about this problem to my friend just in case and he said," You don't need to pay and all you have to do is just go back to Japan without saying anything. I've seen some friends who didn't pay Insurance fee.". (^^;;
haha I really wanna do like that!! But I'm afraid of that I may be recorded some violation by them and a problem happens when I try to go abroad next time because of the violation. Insurance fee is too expensive!! Why do I have to pay $510 for just one semester!?Can I leave this problem as it is and go back to Japan with saying nothing? Please pass over about this...マジ高すぎ

A close friend of mine said that you could do what your friend suggested possibly without getting into trouble, but I think you should be careful.

What would the company do if I had a cold and I paid doctor's fee during spring semester? The company wouldn't help me because I failed to pay the Insurance fee, that means the company hasn't ensured me for spring semester. So I don't think I need to pay the Insurance fee.

What I wanted to tell was
"Somehow I can't understand some points(stories)in his explanation. But I think I'll have to pay the insurance fee. "
or
"I have a feeling that I don't wanna accept what he told me. but I'll have to pay the insurance fee."
What I wanted to say were something like that.

I changed the "can't" to "don't", but that sentence makes the most sense to me. Good job ^_^
