1,Just as flowers, no matter how beautiful, cannot be equal to a plant with root and leaves. Major cities, no matter how advanced, cannot be equal to a society with the poor and civilian.
2,it can only represent the ostensible, not the most important, characteristics of a society.
3.Scandals, always beyond the moral and legal limits, will expose some problems which had been ignored or covered to people and have enormous effect on our society.
4.So, in some cases, it can make people concentrate on some deep questions quickly and actuate government to solve these. In fact, some significant social reforms are engendered by scandals, for instance, the scandal of Chinese Red Cross Society that is the light of the reform of Chinese charity. In terms of this aspect(in this sense), Scandals are indeed helpful for people to discover problems.

2,it can only represent the ostensible (sensational? astounding?), not the most important, characteristics of a society. 'Ostensible' means a fake image. I think you mean to say that major cities show the most impressive things, but they not the entire society. Right? If so, I think the other words might work. ^^
Scandals, always beyond the moral and legal limits, will expose some problems which had been ignored or covered up to the public people, which have an enormous effect on our society.
So, in some cases, it can make people concentrate on some deep questions quickly and actuate government to solve these.The word "actuate" isn't said much. It is perfectly ok to use though! Other words that can work are 'motivate' or 'compel'. :)

2,It is not difficult to understand that if you want to know the financial situation of American, you should go to New York in which Wall Street is located and if you mean to understand() the IT industry, you need go to San Francisco, which is known as Silicon Valley. In summary, major cities are the outmost window through which one can get a superficial realization of a society.

A good synonym for "understand" is "comprehend".
Using "superficial" in place of "ostensible" is good as well!
Yes! Both of those words work well too. :) Between the two, "urge" sounds the best. :)
By the way, your english is wonderful! How long have you been studying?
I studied english when I was 8 years old... But, In china, studing english is only for exam. we have little chance to communicate with others in english. Thus, I feel it is little use for improving our English ability.
It is only after I decided to take the GRE test that I began to study english seriously and sedulously. It has been about one years.
