Which answer is the best one,or anyone is OK .But I think some of these answers are not polite.

"It's up to you" / "Whenever you can" / are natural. You can also say "Anytime" although it is not as polite.

The question you should be asking is whether it's appropriate given a particular situation.
If Person B replies "It depends", Person A will expect him to explain to him the circumstances under which he would be allowed to visit. Also, depending on Person B's tone of voice, this and any other follow up answers could be seen as evasive.
