実際には日本時間10時50分くらいにはアクセス不可能になったので、
メンテナンス開始のわずか9時間半前に通知されたことになりますが、
せめて数日前から計画するなどの対応はできないでしょうか？
まぎらわしいことを言ってすみませんでした…。
今回のメンテナンスの影響かどうかはわかりませんが、Reviewのページが閲覧できなくなっているようです。

確かに、紛らわしい表記だと思います。

日本語でINFを書いているなら、明らかに日本人向けなので、
JSTで表記するのは当たり前だと思いますが、
英語で書いておられるということは、世界のLANG-8 userに向けて
INFを発信しているということなので、UTCで記載される方がいいと思います。
それと、時間表記の後に、（UTC+9:00）という表記方法もおかしいと思います。
11:00-16:00 JST
もしくは
2:00-7:00 UTC
と、どこの時間で表記してあるのかを記載して頂かなければ、
非常にわかりにくいです。
（どの国の基準で表記されているのかさえわかれば、
自分の国で何時にメンテナンスがあるかを調べるのは簡単なことです。）
細かいことで申し訳ございませんが、
