I have plan to go to global community development program of AIESEC. But I do not have confidence of my English ability. Therefore I hesitate to apply the program.
I had enough time to study English hard since last month. However I just hang around.....I did not try to study hard.

For movies there's a lot as you know like if you like those superhero movies there's been lots of them. I haven't seen any good movies recently except for Dictator. I think it might be rated R but it's funny nonetheless. I can see how it's not for everyone. But I personally liked it.
For american dramas there's lots too as you probably know. One I'll recommend Malcolm in the Middle. It's really funny especially from season 2 and it's very American.

You could also say "And so" in place of "therefore". Also it might be better to join the two sentences like "I do not have confidence in my English ability and so I hesitate to apply to the program." Also is it supposed to be "applied" as in past tense?

However, I just hung around.
You could also say "Unfortunately" in place of "However." Also you could use the word chill as in "However I just chilled." Also there's "bummed around" if you happened to to spend or waste a lot of time with a particular person.

It sounds stiff with it uncontracted.

Btw, there is nothing wrong with going to a community development program. Your goal is to improve your English right? If you attend the program, you'll probably get to talk to people in English and they would help you with yours. Don't be ashamed of the little disabilities you have :) That's what learning is all about. Be confident and I'm sure you'll be fine :D
