Does this make sense?

皆さんこんにちは、
I'm trying to come up with a good sentence for my Japanese homework (something outside of the norm), and just need to see if the sentence makes sense.
The homework directions says that I am an eyewitness to a crime, and I need to give a reason why the accused is on trial. I would like to combine my sentences to sound more natural, so here they are.
彼は温泉で女の人を見ていました。
彼は女の人の肌着を盗んでました。
So, I need to know if 1) they make sense, and 2) a way to connect them together.
Would this work?
彼は温泉で女の人を見て、肌着を盗んでいました。

彼は女の人の肌着下着を盗んでました（いました）。
彼は温泉で女の人を見て女湯を覗き見していて、さらに肌着下着を盗んでいました。

私は、彼が女湯(おんなゆ）を覗（のぞpeep）き見しているところを目撃（もくげきeyewitness）しました。Usually the hot springs are seperated for men and women and we call the places, 女湯 and 男湯（おとこゆ）.
さらに彼は、女の人(女物おんなもの）の下着を盗んでいました。肌着is also an underwear, but if you were talking about woman's underwear stolen, 下着would be the word to use. 肌着is undershirt, 下着includes undershirt, underpants and bra.
彼は温泉で女湯を覗き見し、その後、下着を盗むところを、私は目撃しました。I saw a man peeping the women's hot spring and then witnessed him steal the underwear.
その後、どうなったのかな？？？
If his main purpose is stealing the underwear,
彼は女湯を覗いて、下着を盗んでいました。
If his main purpose is peeping,
彼は女湯を覗いていて、そのあと下着を盗んでいきました。
or
彼は女湯を覗いていたんですが、下着も盗んでいました。
