Does this make sense?

皆さんこんにちは、
I'm trying to come up with a good sentence for my Japanese homework (something outside of the norm), and just need to see if the sentence makes sense.
The homework directions says that I am an eyewitness to a crime, and I need to give a reason why the accused is on trial. I would like to combine my sentences to sound more natural, so here they are.
彼は温泉で女の人を見ていました。
彼は女の人の肌着を盗んでました。
So, I need to know if 1) they make sense, and 2) a way to connect them together.
Would this work?
彼は温泉で女の人を見て、肌着を盗んでいました。

If I were you, I would say like this.
If his main purpose is stealing the underwear,
彼は女湯を覗いて、下着を盗んでいました。
If his main purpose is peeping,
彼は女湯を覗いていて、そのあと下着を盗んでいきました。
or
彼は女湯を覗いていたんですが、下着も盗んでいました。
「彼は温泉で女の人を見ていた上に、女の人の下着を盗んでいました。」「上に」というのは、「さらに」同じような意味で、強調する表現の１つです。
