皆さんこんにちは。
In English when we see someone that we have not seen for some time we often say, "It's been a long time. How have you been?"
It's been a long time. 久しぶり。
My question is, can I say, 元気でしたか to express the English phrase, "how have you been?"
Is 久しぶり used as a say all to mean both parts of the English equivalent, or is there a better/more accurate phrase to use?

If you want to say more politely, you could say, "～さん、お久しぶりですね。お元気でしたでしょうか？"

久しぶり？It's been a long tme.
This is more equivalant.But you can use as the same meaning, of course.
Maybe in conversation, I would say, "ジェスさん、お久しぶり！お元気でした？”or "ジェスさん、ほんとうに（お）久しぶりね！お変わりありませんでした？”Here, "～ね" is a little womanish for you.
If you say to older persons or higher-ups, you could say, "ご無沙汰（ぶさた）しています" or "ご無沙汰していました."
