bora-san : Your pre-paid card doesn't enough money. (1)

Several days ago, I was in a line of a cashier in my company's cafeteria. An American colleague in front of me seemed to be confused because his pre-paid card seemed not to work. The cashier machine displayed "not enough money" in Japanese. He doesn't understand Japanese. So I told him "Shortage." This was all what I could come up with to say. Now I'd like to know the proper way to tell him that his pre-paid cards has not enough money.

Mobile phones of employees who are out of the office are periodically tracked by the mobile phone company. So the company people can see the present and past location of the employees on a map on PC. You can identify whether the employees are wasting time in cafes or restaurants. Or you can order the next delivery point to the employees. It makes the work efficient.
