Improvement of our web site

Maintenance of our university's official web site is a part of my job.
As a task of daily posting new articles are delegated to my co-workers,
an unordinary task has occurred today.
There has been a heavy rain in northern Kyushu area in these days.
Floods has occurred in many places and some people died as well.
The area which our another campus locales also had a flood
and caused several days disrupted water supply.
Therefore, some facilities or buildings in the campus are limited to use.
We have to announce these condition to the students as soon as possible.
The top page of our web site has a "News & Topics" area.
It is automatically generated by the contents of database each time this page is displayed.
The news articles are normally sorted by priority and date order
but the articles are just listed as is (in black).
We want the article of "disrupted water supply" to be highly visible.
I hacked to modify the content-generating program
so that the article with highest priority (5) is colored in red.
I want some more tech staff who is able to do the job like this same as me.
Current "I-will-do-all" system is insecure.
