2011:
初步建立项目协调小组与管理机制,进行互访,确定工作计划(包括交换学生遴选办法、交换学生在接受高校的餐饮住宿等事宜、交换学生在接受高校的课程学习与学分互认等事宜),签订相关协议。
Establishing the preliminary Program Coordination Team and Management Mechanisms, we will have exchange visits, work plans for the exchange students (include the selections of the exchange students, other matters like their accommodations and caterings in the target university, courses they will receive and mutual recognitions of the credits), and then sign the related agreements.
2012: 参与高校接受来自其他国家的交换学生各10名,根据访学计划,安排学生的生活和学习事宜,同时安排辅导员及时了解学生动态,帮助学生克服困难,尽早适应在当地的学习生活。
Participating universities will receive 10 exchange students each from the other countries. And according to the visiting plans, the target schools will make arrangements for the livings and studies of the students, make sure that the counselors will keep abreast of their conditions, help them solve the problems and adapt to the local lives as soon as possible.
进行项目中期评估,适时调整和完善相关工作。
Make mid-term assessments, adjust and perfect the work in time.
2015:
进行项目工作总结,对项目产出进行评估,召开项目经验交流会,总结成功的、可推广的经验,便于未来“亚洲校园”项目的正式实施和推广。
Make a summary of this program, and then carry out assessments of outputs, hold experience exchange meetings, sum up the experience that is successful and can be applied extensively, so as to facilitate the future implementation and extension of the “Campus Asia Program".

To establish the Preliminary Program Coordination Team and Management Mechanisms, exchange visits, work plans for the exchange students (including the selection of the exchange students, their accommodation and catering in the target university, courses they will take/attend, mutual recognition of course credits, etc) and the signing of related agreements.

By the way, what's the difference between "remember, memorize, and recite"? How to use them?

Doesn't this sentence lack the subject or predicate? Because it can be shortened as "to establish something", is it a complete sentence?
Your document sounded like a plan.
e.g. my plan, 2011: to write 150 journal entries.
I wasn't sure from the Chinese version whether the team was already formed and meant to carry out those plans/tasks. If so, it should be ....team will plan for the exchange visits,....
And yes, it's a plan!
