Old houses have higher value in Europe.
But in Japan new houses have higher value.
Many Japanese people build a new house.
But I think the value and price of the house would depreciate more and more because there are surplus of houses.
It's have big reasons, the entire population of Japan has continued to decline.
There are a lot of available houses in local city but only a few people living in.
If Japan is to maintain its prosperity in the future amid the shrinking population, it is essential that the entire country strives to create high value added and improve productivity.
The government will have to take drastic action to solve the problem.

Value of Housing /
Old houses have a higher value in Europe.
But in Japan new houses have a higher value.
Many Japanese people are building a new houses.
But I think the value and price of the houses will [continue to] depreciate more and more because there is a surplus of houses.
Be careful; I’ve noticed that Japanese people on Lang-8 use “more and more” and “little by little” far more often than native English speakers do.
There are many reasons for this. For example, the entire population of Japan has continued to decline.
You don’t need “entire.” If you say the population is declining, it’s clear that the entire population is being talked about.
There are a lot of available houses in my local cities but only a few people are living in them.
If Japan is to maintain its prosperity in the future amid the shrinking population, it is essential that the entire country strives to create high value added and (?) improve productivity.
House Values/
In Europe, old houses have higher value [than... new houses?].
Using "higher" in this sentence should be a comparison.
But in Japan, new houses are of higher value than older houses.
But I think the value and price of the house is likely to continue to depreciate, because there is surplus of houses.
One of the major reasons for this is that Japan's population is continuing to decline.
There are a lot of available houses in local cities, but only a few people living in [those cities/houses].
Not a complete sentence.
If Japan is to maintain its prosperity in the future amid the shrinking population, it is essential that the entire country strives to create value and improve productivity.
The government will have to take drastic action to solve this problem.
Old houses have a higher value in Europe.
You could also phrase this as "In Europe, house values increase with age but in Japan house prices decline with age."
But I think the value and price of house will depreciate more and more because there are surplus of houses.
One of the major reasons is that the entire population of Japan has continued to decline.
There are a lot of available houses in local cities but only a few people living in them.
By the way, the house I lived in when I was in Tokyo was very old. It was built in the 1920s and survived the earthquake of 1923 as well as last years.
Housing Values/
Old houses retain more of their value in Europe than in Japan.
Taikura's suggestion is also valid. As written, the sentence does not contain enough information for us to know which comparison you were making.
But I think the value and price of the houses will depreciate more and more, because there is a surplus of houses.
The word "surplus" is singular.
One big reason for this is that the entire population of Japan has continued to decline.
There are a lot of available houses in my city but only a few people living in them.
Ray's suggestion is almost correct but is missing a comma (before "but").
If Japan is to maintain its prosperity in the future amid the shrinking population, it is essential that the entire country strives to create more value and improve productivity.
The phrase "value added" is only used in Dilbertesque corporatese, like company vision statements and middle-management pep talks.
I agree with you.
