What does "Why not top up" mean?
I bought a weekly pass of Sydney Cityrail and noticed a word of caution: WHY NOT TOP UP.
What does it mean? I speculate two possibilities as below;
1. Please make sure top side up when you insert this ticket.
2. Please buy another ticket when it expires.

"Why not top up?" means that you shouldn't fill your gas tank too much. When the gas nozzle makes that "click" noise, don't squeeze the handle more. "Why not top up?" in this case means "Why you shouldn't top up/fill the gas all the way to the top."
But in this case, I think the "caution" is an invitation. It means, what you speculated in number 2 -- you should refill your card before it runs out. It is an invitation, much like if someone asks, "Why don't we go to the store together?"
