No, they don't. "It's likely to rain" and "It looks like it's going to rain" have similar meanings though.

"It's likely to rain" and "It looks like it's going to rain" are similar like TARU said. They mean that there is a small chance that it will not rain.

"It seems that it's raining" implies, with some uncertainty, that it has already started to rain.

근데 "It seems that it's raining" 자연스럽지 않는 것 같아... ^^

"It seems like it's raining" 아니면 "It seems like it has already started to rain" 더 자연스러워...
