Indemnity of Radiation from TEPCO

I went to a conference that TEPCO indemnify for an issue of Shizuoka green tea radiation. A project owner of TEPCO said that TEPCO will pay indemnification of all the Shizuoka green tea made in 2011. Beside indemnification is a selling price. I was surprised at hearing his explanation for indemnity. Because if we throw away or burn the green tea, we will be able to get money. However I don't get used to mind of throwing away the green tea. Even if I get money.

TEPCO is doing a good help as i think.
if the tea is radiation activated i think you should throw it a way or burn it.
I went to a conference in which TEPCO plans to indemnify some victims due to the issue of Shizuoka green tea radiation.
A project owner of TEPCO said that TEPCO will pay indemnification for all the Shizuoka green tea made in 2011.
Besides indemnification is a selling price. Meaning unclear here. Can you say this a different way?
I was surprised to hear (infinitive after 'surprised') his explanation for the indemnity.
However I can't get used to the idea of throwing away the green tea.
